If you just created a ReluxNet account and verified it in the confirmation email,  then you should be able to login in ReluxDesktop. Have a look at this article if you are unsure how to activate an account:

General > Installation and Update   > Activation and registration   

If this is not the case, your firewall or other local settings might be causing this. To solve this, please follow the steps in this article:
